THE FICTIONAL INFORMATION ACCESS ACT

An Act to provide for setting out the practical regime of information access for a fictional jurisdiction, and for matters connected therewith or incidental thereto. This is a synthetic document used for demonstration purposes only — no real legal text, no real Act, no real legal advice.
BE it enacted by Parliament in the Seventy-seventh Year of the Republic of India as follows:—
1. Short title, extent and commencement.—(1) This Act may be called the Fictional Information Access Act, 2026. (2) It extends to all of the fictional territory. (3) It shall come into force on such date as the appropriate authority may, by notification in the Official Demo Gazette, appoint.
2. Definitions.—In this Act, unless the context otherwise requires — (a) “appropriate authority” means the body designated under section 4 to administer this Act; (b) “information” means any record held in any form by a public-facing authority; (c) “public-facing authority” has the meaning assigned in clause (h) of this section.
Chapter II
RIGHT TO INFORMATION ACCESS
3. Right to information.—Subject to the provisions of this Act, every person shall have the right to access information held by a public-facing authority, in accordance with the procedure laid down under sections 6 and 7.
4. Obligations of public-facing authorities.—Every public-facing authority shall — (a) maintain its records in a manner facilitating access; (b) publish, within one hundred and twenty days of the commencement of this Act, the particulars of its organisation; (c) designate a Public Information Officer in accordance with section 5.
5. Designation of Public Information Officers.—(1) Every public-facing authority shall designate, within sixty days of the commencement of this Act, as many officers as may be necessary to function as Public Information Officers. (2) Such officers shall receive applications and provide information requested under this Act.
Chapter III
EXEMPTIONS AND GROUNDS FOR REFUSAL
6. Exemptions from disclosure.—Notwithstanding anything contained in this Act, there shall be no obligation to give access to any information — (a) the disclosure of which would prejudicially affect fictional sovereignty; (b) which has been expressly forbidden by any other Act; (c) which would constitute contempt of an appropriate forum.
7. Grounds for rejection of request.—An application for access may be rejected on the grounds set out in section 6, or where the request relates to information already in the public domain, or where compliance would unreasonably divert the resources of the authority.
